How Codex and Claude Code differ
On paper the two tools now look alike. Both started as terminal agents that read your repository, edit files and run commands. Both now also run inside VS Code, Cursor and JetBrains IDEs, in a desktop app, and as cloud tasks that keep working while your laptop is closed. Both read a plain-text rules file at the start of each session, and both connect to outside tools through the Model Context Protocol (MCP).
The differences that matter to a buyer are mostly about the account around the tool:
- Which subscription you already pay for. Codex comes with ChatGPT, including the Free and Go plans. Claude Code needs a paid Claude plan (Pro or above) or API billing.
- Which models your team can use. Codex runs OpenAI’s GPT-6 family. Claude Code runs Anthropic’s Opus, Sonnet and Haiku models. If your company has standardised on one vendor’s models for compliance reasons, that settles it.
- How usage is metered. Both use limits per five-hour window with possible weekly caps on standard plans. ChatGPT Pro currently has no five-hour limit for Codex; Claude’s Max plans raise the cap to 5× or 20× Pro.
- Admin features at each tier. Claude Team includes SSO; audit logs and SCIM need Claude Enterprise. On the OpenAI side, the documented Codex admin controls (RBAC, Compliance API, managed configuration) are written for ChatGPT Enterprise.
What it costs in India
OpenAI shows ChatGPT prices in rupees in India. When ChatGPT Go launched here in August 2025 it was ₹399 a month and Plus was ₹1,999, and OpenAI accepts UPI for Go and Plus. ChatGPT Pro and Business do not take UPI.
Anthropic began showing rupee prices for Claude in 2026, with GST included, according to press reports; they are not on its public pricing page. Max 5x is a reported ₹11,999 a month and Max 20x ₹23,999 (reported; check in your account). Reports of the rupee prices for Pro and Team conflict, so we list those in USD: the India price shows in your Claude account before you pay. Some accounts still see dollar prices. On the web Claude takes cards; in the mobile apps the App Store or Google Play decides the payment options, and UPI was reported as not enabled. Every Claude plan is in our Claude pricing in India guide.
For a team, compare like with like: ChatGPT Business and Claude Team standard seats are both $25 per user a month on monthly billing and $20 on annual billing. Our AI tool prices in India page tracks every plan each month.
When Codex is the better fit
Codex suits teams that already run on ChatGPT. Every developer with a ChatGPT seat can use it, so you avoid a second AI subscription. It is the only one of the two with a route on the free plan, which makes it easy to trial with a few developers. Its IDE extension also covers Windsurf and Xcode, which matters if part of your team builds iOS apps. Its GitHub code review and Slack integrations work when you sign in with ChatGPT; they are not part of pay-per-use API-key billing.
When Claude Code is the better fit
Claude Code suits teams that already use Claude for writing and analysis, or that want Anthropic’s models for coding. Claude Team includes SSO and spend controls from two seats, and the premium seat gives five times the usage of a standard seat, so you can give heavier users more without moving everyone to a bigger plan. For a single heavy user in India, Max has a reported rupee price with GST included. Claude Code also runs in GitHub Actions and GitLab CI, and takes bug reports from Slack. Our engineering team uses Claude Code daily, with a CLAUDE.md rules file in every repo.
Running both on one repository
Mixed teams are common: some developers prefer one tool, some the other. Keep your project rules in one AGENTS.md file at the repository root. Codex reads it directly, and Claude Code can read an AGENTS.md in place of a CLAUDE.md. Register the same MCP servers in both tools so they reach the same tickets and docs. If your team is also weighing GitHub Copilot, see Claude Code vs GitHub Copilot; for an editor-first option, see Claude Code vs Cursor.
Frequently asked questions
Is Codex free with ChatGPT?
Yes. OpenAI lists Codex as included in ChatGPT Free, Go, Plus, Pro, Business, Edu and Enterprise. Usage limits vary by plan, and Plus and Pro users can buy extra credits.
Is Claude Code included in the free Claude plan?
No. Claude Code needs Claude Pro, Max, Team or Enterprise, or pay-as-you-go billing through the Anthropic Console.
Can we pay in rupees with UPI?
For ChatGPT, yes on Go and Plus; Pro and Business do not take UPI. Claude’s rupee prices, including GST, are reported but not on Anthropic’s pricing page, so check the price in your account. On the web Claude takes cards; in the mobile apps the App Store or Google Play decides the payment options, and UPI was reported as not enabled.
Is our code used for training?
Not on business plans by default. OpenAI excludes ChatGPT Business workspace data, including Codex, from training. Anthropic does not train on code sent to Claude Code under Team, Enterprise or API terms. On Claude’s Free, Pro and Max plans, training depends on the user’s privacy setting.
Can Codex and Claude Code share one rules file?
Yes. Codex reads AGENTS.md, and Claude Code can read an AGENTS.md in place of a CLAUDE.md, so one file at the repository root can serve both.
Can S3Techpulse set this up for us?
Yes. Our AI Coding Tools for Dev Teams package covers seat mix, rules files, MCP setup and cost monitoring, quoted to your team size.
